The Ministry of Foreign Affairs of the Islamic Republic of Iran strongly rejects the baseless and false claims concerning the educational institute affiliated with the French Embassy in Tehran, as stated in the French Foreign Ministry’s statement dated September 20, 2026. The action by law enforcement authorities to halt the illegal activities of an institute affiliated with the French Embassy in Tehran was taken pursuant to a judicial order, following the French Embassy’s persistent and prolonged disregard, over the past several years, of repeated warnings by the competent Iranian authorities regarding the necessity of legally registering the center and obtaining the required authorization for its activities. The provisions of the 1961 Vienna Convention on Diplomatic Relations concerning the privileges and immunities of embassies are clear, and the French Embassy is required to obtain the necessary legal permits, in accordance with the laws and regulations of the host country, for the establishment and operation of centers and institutions with cultural and educational functions. The French Embassy in Tehran’s insistence on disregarding the provisions of the Convention on Diplomatic Relations and its expectation of being exempted from the laws and regulations of the Islamic Republic of Iran are in no way acceptable. The Ministry of Foreign Affairs of the Islamic Republic of Iran once again emphasizes the need for the French Embassy to refrain from any action that is contrary to the law or outside diplomatic norms, and stresses the necessity of respecting the provisions of the Vienna Convention and complying with the relevant domestic laws and regulations.
