Irans Foreign Minister warns UN against US-Bahrain anti-Iran Mlmoves in Security Council

Seyed Abbas Araghchi Minister of Foreign Affairs of the Islamic Republic of Iran in a letter addressed to UN Secretary-General António Guterres Chinese Foreign Minister Wang Yi Chinas Ambassador and Permanent Representative to the UN Fu Cong who serves as the rotating President of the UN Security Council as well as to UN member states criticized the one-sided and provocative draft resolution submitted by the United States and Bahrain regarding the situation in the Strait of Hormuz. He emphasized the international communitys responsibility to prevent aggressors from misusing the Security Council as a tool to justify their illegal actions.

The full text of the foreign minister's letter is as follows:

In the Name of Allah, the Most Compassionate, the Most Merciful

Your Excellency,

I am writing to you regarding the one-sided and incomplete draft resolution concerning the situation in the Strait of Hormuz and its surrounding areas, jointly submitted by Bahrain and the United States for adoption by the UN Security Council.

This text makes no reference to the root cause of the current situation in the Strait of Hormuz—namely, the military aggression and unlawful use of force by the United States and the Israeli regime against the Islamic Republic of Iran. The current situation is directly and exclusively the result of their aggressive, unjustified, and unlawful war. The true purpose of this draft is to distort the facts on the ground and to justify the past and ongoing illegal actions of the United States against Iran in the Persian Gulf and the Strait of Hormuz—a region located thousands of miles away from the US coastline.

The international community must not allow the Security Council to be exploited by aggressors or to become a tool for legitimizing their unlawful acts. The utmost vigilance is necessary to prevent any attempt to distort the established rules and principles of international law in a manner that could justify aggression or the unlawful use of force.

The sponsors of this draft, by presenting a selective and biased narrative, are abusing international law while ignoring the United States' own egregious violations of international law. This draft also overlooks repeated US breaches of the ceasefire, including the illegal naval blockade and attacks on and seizures of Iranian ships. Furthermore, the invocation of Chapter VII of the UN Charter is completely unjustified and disproportionate.

Should this resolution be adopted, the credibility and standing of the Security Council will be severely undermined, its executive powers will become politicized, and a dangerous precedent will be set for legitimizing unilateral coercive measures and the US's unlawful conduct in violation of the sovereignty and sovereign rights of coastal states.

Allowing the United States to exploit the Security Council over a crisis it has created without the Council's authorization or even prior notification will have devastating consequences.

I must emphasize that normal maritime traffic in the Strait of Hormuz will only resume following a permanent cessation of hostilities and the lifting of the illegal blockade and sanctions against Iran. Thus, the path to stability lies in the United States' adherence to international law, not in abusing the Security Council in a manner that further complicates the situation.

In light of the above, and given the continued pressure by the United States on member states to participate in submitting this draft for political and propaganda purposes—a tactic the US has repeatedly employed, including in connection with Security Council Resolution 2817 (2026) to advance its political agenda—I request that you and your government take a principled and responsible stance and refrain from supporting or participating in this draft resolution.

Seyed Abbas Araghchi

Minister of Foreign Affairs
